asked the Minister for the Environment if he will communicate with Dublin Corporation regarding a person (details supplied) in Dublin 7 who signed a contract to buy a house on the basis that she would qualify for the £5,000 grant, but subsequently she received a circular from his Department precluding any applicant who did not have the three years tenancy before a date in March 1987; if he will review this applicant's position as otherwise she will lose a substantial sum of money; and if he will make a statement on the matter.

It is a condition of eligibility for the £5,000 surrender grant, that an applicant must have been a tenant or tenant purchaser of a local authority or a Department of Defence dwelling for a continuous period of at least three years. Where this requirement had not been fulfilled prior to the abolition of the grant scheme, the grant cannot be allowed.
