I am satisfied that the adoption by the Community of an oils and fats stabilisation arrangement on the general lines proposed by the Commission would be conducive to the maintenance of the Common Agricultural Policy, which is and will continue to be of vital importance to Irish agriculture. In the absence of such an arrangement, the Community's budgetary difficulties would be intensified, a development which could give rise to unfavourable effects on the Irish farm sector.
