andMr. J. Bruton asked the Minister for Industry and Commerce the person or persons who will be responsible for enforcing the provisions of the EC directive on consumer credit in respect of moneylenders.

The scope of the Consumer Credit directive is wide ranging. It applies to all lenders of credit, including moneylenders, involved in extending credit to consumers. The directive is due to be implemented by 1 January 1990.

The preparation of legislation to implement the directive is still at an early stage and no detailed decisions have been taken concerning the implementing legislation, including its enforcement.
