asked the Minister for Energy the implications for Ireland of the draft EC directive on the energy efficiency of buildings; and when he expects a decision to be taken thereon at EC level.

The draft Directive proposes the certification of the energy efficiency of buildings. This would be achieved through an energy audit of buildings which are for sale or lease. In general, the objective is to provide a potential purchaser or tenant with information on the efficiency of a structure's energy consumption. Depending on the category of building as defined in the Directive further information regarding the improvements which could be made, together with their cost and impact on energy consumption as well as the return on the investment would be required.

The draft Directive is still being examined at Council and it is not possible to say at this juncture, with any degree of certainty, when a final decision will be taken on it.
