asked the Minister for Labour the present position in regard to the draft EC Directive to protect workers against carcinogenic agents; the Government's views on this draft directive; the implications for Ireland if the directive were adopted; and when he expects a decision to be taken.

The EC Commission submitted a proposal for a Council Directive on the protection of workers from the risks related to exposure to carcinogens at work to the EC Council in December, 1987. The EC Council Working Party on Social Questions have only just commenced its examination of the proposal and, of course, under the new procedures the European Parliament and the Economic and Social Committee will also be consulted on the proposal.

My Department will consult with the social partners in regard to the adoption of a national position on the proposal. Generally the aim of the proposal in providing a framework for effective protection for workers from carcinogens at work is welcomed. Our overall concern will be to reconcile what is occupationally and scientifically necessary with what is technically feasible and economically viable.

At present there are many diverse provisions in Irish legislation, both of domestic and EC origin, in relation to the protection of workers from exposure to carcinogens at work. While it will not be possible to state in detail the changes in law and practice which the proposal entails until the final content of the directive is decided upon, the proposal as it stands would involve updating or replacement of our existing provisions.

It is very difficult to estimate when examination of the proposal will be completed or when it is likely to be adopted, having regard to the technical nature of many aspects of the proposal and the new procedures arising from the Single European Act.
