asked the Minister for Labour if he will outline the present arrangements for overseeing the implementation of the social guarantee for youth having regard to the establishment of FÁS; if he will give details of the way in which it is proposed to administer the social guarantee in 1988 bearing in mind the difficulties which were experienced in 1987 with this programme.

I wish to assure the Deputy that the social guarantee will continue as a priority under FÁS. Indeed as I said to the House on 4 February, my colleague the Minister for Education and myself are considering further measures to assist school leavers with minimum educational qualifications and an announcement will be made on the decision in a matter of weeks.
The institutional arrangements for monitoring the guarantee will be reviewed in the light of the new initiatives.
