asked the Minister for Foreign Affairs if, to enable a concerted, unified international effort to be made to resolve the problem of world hunger, he will request the Head of Government of each member state of the United Nations to agree to the designation of 1989 as The Year of the Third World; and if he will also request the EC, Council of Europe, NATO, Warsaw Pact, OPEC, OECD and ACP organisations to endorse and support the decision.

I fully support continuing international efforts to deal with the immediate problems of world hunger and the underlying issues of poverty and underdevelopment in countries of the Third World. I do not believe that the designation of a "Year of the Third World" would add significantly to these efforts and do not therefore intend to take the action suggested by the Deputy.
