asked the Minister for the Environment if he is considering reducing the interest rates on local authority loans which are fixed interest rates at present and are now well above the market interest rate.

Where a loan has been advanced at a fixed rate of interest, that rate applies for the duration of the loan in accordance with the terms of the mortgage agreement. The question of altering the interest rate in such cases does not, therefore, arise.
