asked the Minister for the Environment if he will allocate funds to Galway County Council to enable roads in the Carna area, County Galway, to be brought up to the same standard as county roads in the east Galway area.

The roads in the Carna area of County Galway do not form part of the network of national roads. Primary responsibility for the planning and execution of any works on such roads, including the timing and provision of the necessary finance, rests with Galway County Council. The local authority may use the block grant for roads paid annually by my Department to supplement expenditure from its own resources on such roads. A block grant of £1.055 million was allocated to the local authority in 1988. A grant of £1.08 million was also allocated to the local authority in 1988 for strengthening works on county roads.

The local authority have considerable discretion regarding the distribution of the block grant and the county road strengthening grant.
