While a detailed assessment of the cost of abolishing benefit and privilege is not available it is estimated that the cost in a full year would be a minimum of £20 million. As the average amount assessed in respect of benefit and privilege is around £750 per annum, the cost of exempting the first £1,000 of the assessment in these cases would not be significantly lower.
