asked the Minister for Industry and Commerce if the pre-budget submission of the ICTU has been drawn to his attention; if he has any views on the document; and if he will make a statement on the matter.

I am aware of the contents of the pre-budget submission of the Irish Congress of Trade Unions, particularly the section entitled "The Budget and Jobs". A number of the issues raised in that section of the submission, such as corporate taxation and staffing levels in the Office of the Revenue Commissioners, are matters primarily for consideration in the first instance by the Minister for Finance. I can say, however, in relation to accelerated capital allowances on new investment that these will be phased down from 100 per cent to 50 per cent by 1 April 1989 as announced by the Minister for Finance in the recent budget.

As regards the job creation proposals from the State bodies outlined in the Programme for National Recovery, these will, as stated in the programme, be evaluated and undertaken provided that they satisfy criteria of economic viability.
