asked the Minister for Defence the number of vacancies in the Army to which promotions could be made; the number of promotions that have been left unfilled; the ranks in which these occur; his views on whether the effect of the embargo restrictions is causing a serious lowering of morale among officers in the Army; and if he will make a statement on the matter.

Limerick West): The position with regard to officer vacancies in the Permanent Defence Force on 31 March 1988, is shown on the attached schedule. With regard to promotions, the force are subject to the same restrictions which apply to the public service generally.

I am pleased to say that the morale of the Permanent Defence Force is at its usual high level.
