asked the Minister for Agriculture and Food if he will make a statement regarding the fact that due to the inordinate delays in paying grants already approved for reclamation under the western package, farmers will not be approved for further schemes under the package until payment has been made; if his attention has been drawn to the fact that the most favourable time of the season for doing such work will have passed; and his proposals to remedy the position.

The general practice under the western package is not to issue approval for work to an applicant who has not completed similar work for which a prior approval was issued. Payment of the grant for earlier work is not taken into consideration.

56.

asked the Minister for Agriculture and Food when a person (details supplied) in County Cork will receive payment of a western drainage grant in view of the fact that the application was passed for payment from the local office to his Department on 4 January 1988.

A claim under the programme for western development for payment of a land improvement grant has been received and will be paid as soon as practicable. All claims under the programme are dealt with strictly in order of receipt. Payments are being phased in such a way as to ensure adherence to the amount provided in the Vote. Consequently, there is some delay in making grant payments.

asked the Minister for Agriculture and Food when a cow grant in respect of ten cows and a calf grant in respect of 38 calves will be paid to a person (details supplied) in County Offaly.

The father of the person named was the original applicant in this case and he has been paid 1987 suckler cow, calf premium and special beef premium schemes grants already.

58.

asked the Minister for Agriculture and Food when a person (details supplied) in County Cork will receive payment of a farm building grant which was passed on a final inspection in August 1987.

A claim under the farm improvement programme for payment of a grant of £4,807 has been received and will be paid as soon as practicable. All claims under the programme are dealt with strictly in order of receipt. Payments are being phased in such a way as to ensure adherence to the amount provided in the Vote. Consequently, there is some delay in making grant payments.
