asked the Minister for Labour the steps he has taken since taking office to reduce the high levels of absenteeism from employment in both the public and private sectors; and if he will make a statement on the matter.

The resolution of problems of absenteeism is a management responsibility and is best tackled at the level of the individual firm. Any initiatives at national level should not be regarded as a substitute for effective absenteeism control programmes in the workplace.

As regards the public sector, the Department of Finance has published the results of research on absenteeism in the Civil Service which shows an absenteeism rate of 3.3 per cent.

A ministerial task force on absenteeism was set up in July 1983 by the then Minister for Industry and Commerce. Responsibility for co-ordinating the implementation of the recommendations in the task force report is a matter for that Department. As a result of the report, the Irish Productivity Centre undertook a programme to raise awareness of the importance of absenteeism control in all areas of employment.
