Community groups cannot obtain licences to broadcast under existing legislation. However, under the Sound Broadcasting Bill, 1987 provision is made for a simplified procedure to enable persons or groups to establish low power radio services for up to 14 days in a 12 month period. This provision is primarily intended to facilitate the establishment on a short term basis of community radio services in association with various festivals etc. throughout the country.
