asked the Minister for the Environment if he will outline his plans to alleviate the severe traffic congestion in Sandymount, Ringsend and Irishtown, Dublin 4; if he will re-examine the question of providing an eastern by-pass or dual carriageway to relieve the congestion in these residential areas; if he intends to provide such a roadway, if he will indicate the approximate route that the road will take; and if he will give an approximation of the time-scale involved for its completion.

Primary responsibility for traffic management in the areas in question is a matter for Dublin Corporation as roads authority. The question of road developments in Dublin has been examined in the context of the preparation of a draft blueprint for road development. I will be making a detailed statement relating to the blueprint later this month.
