asked the Minister for Social Welfare if it is intended to increase the prescribed relative allowance in view of the generally inadequate level of existing payments; if he will consider having the payments made directly to the relatives concerned; and if he will make a statement on the matter.

The prescribed relative allowance is an increase in pension payable to incapacitated pensioners who have living with them a prescribed relative who is providing them with full-time care and attention. The allowance is intended to assist the pensioner in meeting household costs. It is not intended as a payment of the services provided by the relative. The level of the allowance is £26.40 at present, increasing to £27.20 from July.

The scope for further increasing the value of the allowance is limited because of the financial implications and would have to be considered in the context of the budget. Payment of the allowance direct to the relative rather than to the pensioner would alter the nature of the scheme and there are no plans for such a change in present circumstances.
