asked the Minister for Finance if his attention has been drawn to the fact that many factories in the Dublin area engaged in the garment industry are at a severe competitive disadvantage with respect to overseas manufacturers because there is no workable tax deduction scheme in operation for the employment of out-workers; if he will introduce a system whereby garment factories will be authorised to stop 35 per cent of income payments at source in a manner similar to the system used for sub-contractors; and if he will make a statement on the matter.

Neither my Department nor the Revenue Commissioners can trace representations about the matter referred to by the Deputy. If he will supply further details, I will have it investigated.
