asked the Minister for Industry and Commerce if, in view of his reply to Parliamentary Question No. 66 of 3 November 1988 it is his policy to deny any direct function into the scale and nature of imports of particular products; and when and how this responsibility was transferred to the Industrial Development Authority.

Our imports and exports are governed by the rules of the General Agreement on Tariffs and Trade as applied by the EC Commission under its Common Commercial Policy.

I have no power to restrict the import of the goods mentioned in the question to which the Deputy refers.

As Minister for Industry and Commerce, I have, of course, overall responsibility for promoting industrial development in Ireland, including development based on import substitution. However, negotiations with potential promoters in relation to individual projects are a matter for the State industrial development agencies.
