asked the Minister for Social Welfare whether a person who is in receipt of unemployment assistance but who works occasional days is regarded as eligible for the free fuel scheme; and, if not, whether he will consider a modification in view of the fact that unemployment assistance is reduced pound for pound by any such income from part-time work.

In the case of a person in receipt of long-term unemployment assistance, entitlement to a fuel allowance under the national fuel scheme would not be affected in the circumstances outlined by the Deputy. Once unemployment assistance is payable for any part of the week, a fuel allowance will also be paid if the person is otherwise qualified to receive the allowance.

asked the Minister for Social Welfare if he will make a statement regarding the entitlements of a person (details supplied) in Dublin 12 for fuel vouchers under the national fuel scheme, having regard to the fact that he is on permanent social welfare payments and lives alone.

The national fuel scheme applies to persons in receipt of long-term social welfare or health board payments who satisfy a means test and who are living alone or only with persons who come within certain categories.

An application form on which to claim a fuel allowance was issued to the person concerned on 17 October 1988. To date the completed application form has not been received in the Department.

On receipt of the completed application form, a decision on the entitlement of the person concerned to fuel allowance under the national fuel scheme will be given without delay.
