asked the Minister for the Environment if he will facilitate the implementation of the agreement reached between Dublin County Council and Shankill Tennis Club that the council will provide the labour for the construction of a clubhouse provided that Shankill Tennis Club will raise the necessary moneys consequent upon the receipt of an allocation of £12,000 from the national lottery; if he will take steps to prevent that lottery allocation from being endangered given that condition 5 of the national lottery scheme states that reasonable progress towards the commencement of work on the project must be in evidence within six months from the date of allocation of the grant; and, in the absence of such progress, if he will reserve the right to cancel the grant allocation at any time.

I have no involvement in any local arrangements which may be entered into in connection with the carrying out of projects assisted under the amenity grant scheme provided that the conditions of the scheme are not infringed. As regards condition No. 5, I am prepared to adopt a reasonable degree of flexibility in this matter provided that satisfactory progress towards commencement of the project is evident within a reasonable time and it is clear that any delays which have occurred are due to factors outside the control of the promoters.
