A significant part of the increase is accounted for by the fact that in 1989 my Department will be required to bear the cost of the services of a pollution expert whose fees were heretofore a charge on the Department of Industry and Commerce's allocation for EOLAS. Provision has also to be made for the full year cost of a firm of consultants engaged since May 1988 to advise on public relations. The cost of this contract was not shown in my Department's Estimate for 1988 but has been met from savings elsewhere in the Vote.
