Written Answers. - Television Deflector Systems.

asked the Minister for Communications the estimated number of television deflector systems in operation at present; his Department's policy in relation to these systems; if such deflector systems are to cease operation on 31 December 1988; when and by what method an alternative system is to be provided; and if he will make a statement on the matter.

asked the Minister for Communications if his attention has been drawn to the fact that a company (details supplied) in County Tipperary who provide multi-channel television to thousands of homes in mid and south Tipperary is in danger of shutting down in view of the new legislation which will take effect on 1 January 1989 with the result that existing users will be deprived of this important facility, without any prospect of immediate replacement; in view of the fact that an alternative MMDS system will take a considerable time to put in place, particularly in rural areas, if he will allow this community based and community sensitive operation to continue until such time as the new system is ready for implementation; and if he will make a statement on the matter.

I propose to take Questions Nos. 141 and 142 together.

I am aware that such systems are operating in many parts of the country but I do not have an accurate estimate of the number involved. All such systems are operating in breach of the existing Wireless Telegraphy Acts and are liable to action under these Acts at any time. The Broadcasting and Wireless Telegraphy Act, 1988, which comes into effect on 31 December, 1988 will also apply to the operators of these systems.

My Department are currently examining applications for licences to operate Multi-point Microwave Distribution Systems (MMDS) which will provide multi-channel services to areas of the country not served by cable systems. I hope to begin to issue licences in the immediate future which will enable the installation of such systems to commence during 1989. My aim will be to have licences issued as quickly as possible so as to facilitate the provision of national coverage in the shortest time frame.
