Written Answers. - Social Welfare Benefits.

136.

asked the Minister for Social Welfare when arrears of disability benefit will be paid to a person (details supplied) in County Wexford.

137.

asked the Minister for Social Welfare when invalidity benefit will be paid to a person (details supplied) in County Wexford.

It is proposed to take Question Nos. 136 and 137 together. Following an appeals officer's decision, payment of disability benefit was restored to the person concerned from 24 November 1988. Arrears outstanding for the period 18 February 1988 to 23 November 1988 were withheld pending compilation of details of unemployment benefit paid during that period. The remaining arrears, (£120.90) were issued to the claimant on 16 January 1989.

All disability benefit currently payable has been issued to 18 January 1989, the date of the latest medical certificate received. Arrangements have been made to have the person concerned examined by a medical referee on 8 February 1989. His entitlement to invalidity pension will be determined in the light of the report of that examination.

138.

asked the Minister for Social Welfare if he will arrange to have unemployment benefit paid to a person (details supplied) in County Kerry back-dated to the date on which his application for disability benefit was rejected; and if he will make a statement on the matter.

The person concerned was in receipt of disability benefit to August 1987, when he was found capable by a medical referee. He contacted his local office on 22 August 1987, with a view to claiming unemployment benefit. As he was a postal claimant, the appropriate signing dockets were posted to him for completion but he failed to return the dockets. As a result, his entitlement to unemployment benefit could not be determined.

He was next in touch with the local office on 8 November 1988. As he is a landholder and does not satisfy the contribution condition of having paid 78 contributions in the three year period preceding his claim, inquiries had to be made to ascertain that the income from his holding did not exceed £4 daily. These inquiries have now been completed and all arrears due were issued to him in the week ending 17 January 1989.

If the person concerned now wishes to apply to sign the unemployed register retrospectively for the period between August 1987 and November 1988, he should contact the local office stating in full his reasons for failing to sign the register during that period so that his case may be reconsidered.

139.

asked the Minister for Social Welfare the number of families who received the family income supplement during 1988 in (a) Ballyfermot, Dublin 10 (b) Ronanstown, Dublin 12 and (c) Blanchardstown, Dublin 15.

It was not possible to compile the information requested by the Deputy in the time available. This will be forwarded to the Deputy as soon as possible.
