asked the Minister for the Environment if he will outline the main provisions and the timetable for implementation of the most recent EC Directives on the control of emissions from motor vehicles; and the extent to which, and when, he proposes to introduce implementing legislation.

Since 1987 the following directives in relation to the control of vehicle emissions have been adopted: 88/76/EEC of 3 December 1987 provides for limits on the emission of gaseous pollutants (carbon monoxide, hydrocarbons and nitrogen oxides) from petrol engines and the requiring of engines to be capable of using unleaded petrol from specified dates. 88/77/EEC of 3 December 1987 provides for limits on the emission of gaseous pollutants (carbon monoxide, hydrocarbons and nitrogen oxides) from diesel engines of heavy road vehicles. 88/436/EEC of 16 June 1988 provides for limits on the emission of particulates from diesel engines of small passenger and light goods vehicles.

Implementation of the provisions may be affected under EC or national type approval systems and through the prohibition of entry into service of vehicles not complying with the limits specified.

I am anxious to improve air quality, particularly in our towns and cities and an important element in this campaign is the reduction of harmful vehicle emissions such as lead, carbon monoxide, hydrocarbons and nitrogen oxides. Implementation of cleaner standards for vehicle emissions in Ireland would also ensure that residual stocks of vehicles below EC standards could not be dumped on the Irish market. I am, at present, therefore considering ways and means of transposing the directives concerned into Irish law and I intend to consult the relevant trade interests as soon as possible on the mechanics and timing of proposals.
