Order of Business.

It is proposed to take Nos. 4, 1, 8 and 9. It is also proposed that the Dáil shall sit later than 5.30 p.m. today and business shall be interrupted at 8 p.m. It is further proposed that the proceedings on No. 4 and the Second Stage of No. 1 if not previously concluded, shall be brought to a conclusion at 11.30 a.m. and 2.30 p.m. respectively.

Is the proposal for a late sitting today agreed? Agreed. Are the proposals for dealing with Nos. 4 and I agreed? Agreed.

With your permission Sir, I seek to raise on the Adjournment the matter of the use of national lottery funds to install computers in the Taoiseach's Office?

I will communicate with the Deputy.

With your permission a Cheann Comhairle, I wish to raise on the Adjournment the appalling level of services available for the aged in the Western Health Board area.

I will be in touch with the Deputy concerning that matter.

I wish to ask the Taoiseach when he intends to give time in this House to discuss the recommendations of the special Dáil Committee on the disposal of national lottery funds.

Deputy Deenihan, this is clearly not a matter for the Order of Business. You must find some other way of adverting to the matter.

In view of the Government's intention to submit to the EC before Easter, at the latest, the national development plan for structural funds, may I now ask the Taoiseach if he has decided that this House will debate the document before it goes to Brussels or shall we debate it afterwards?

I have not come to any decision as to the final timing, but my undertaking to the House is that it will have an opportunity to discuss it.

With your permission, Sir, may I raise on the Adjournment the situation in which farmers in milk production now find themselves as a result of the national milk quota being oversubscribed by 2 per cent, approximately 17 million gallons. Could the Department of Agriculture and Food, or the Departments of Health and Social Welfare, devise a scheme to purchase all or part of the surplus——

The Deputy need not elaborate.

——and distribute it to schools, welfare homes and hospitals.

I would like to ask the Taoiseach when we might expect the dairy produce consolidation Bill that has been promised?

I cannot give the Deputy an exact date, but the Bill is in the course of preparation at the moment.

As is customary for Taoisigh visiting the United States on St. Patrick's Day, may I ask the Taoiseach if he intends to extend an invitation to President Bush to address both Houses of the Oireachtas?

Deputy Harte, please desist. Surely the Deputy can find a more appropriate way of raising this important matter.

I think it is a very fair question.

A Cheann Comhairle, I wish to raise on the Adjournment the problems in the Stamp Duty Office.

In view of the high rate of unemployment and social deprivation in the Kilbarrack area, I wish to raise on the Adjournment the proposed staff cuts, especially the reduction in the number of remedial teachers, when Scoil Iosagáin and Scoil Lorcáin are amalgamated later this year?

(Limerick East): May I ask the Taoiseach if he has yet decided when legislation to abolish Fóir Teoranta will be brought before the House?

Is this legislation promised?

It is. It will be necessary eventually and I have already answered questions on it several times a Cheann Comhairle. The point is that it is something that will be the final step in a fairly long procedure.
