As the person in question is over 70 years of age, he is required to obtain a certificate of fitness from my Department before his driving licence can be renewed.
An application for a certificate of fitness was received from this person on 29 March 1989 and the certificate was issued to him on 14 April 1989. It is open to him to submit the certificate to the local licensing authority with a completed application form for a driving licence.
The question of the issue of the licence would be a matter for the licensing authority.There has been no avoidable delay in dealing with the application for the certificate of fitness.
