asked the Minister for Agriculture and Food the action, if any, which was taken by the Council of Ministers prior to 1987 to give special priority to small dairy producers in the acquisition of extra quota by way of sale or lease.

The only provision in Community regulations prior to 1987 which referred to the position of small scale producers in regard to the sale or lease of quotas gave discretionary powers to member states to clawback all or part of quotas transferring with land. Where such provisions were availed of, the quotas clawed back had to be added to national reserves for distribution to the priority category producers. I invoked those powers in introducing the Irish clawback scheme in December 1987.
