asked the Minister for Labour the reason third level college students will not qualify for FÁS programmes during summer vacation; and whether such programmes would be of benefit to them in their education.

My priorities for FÁS programmes are to assist unemployed persons and early school leavers with little or no qualifications. It is not intended that FÁS should provide opportunities for third level students during their summer vacations while pursuing courses through the educational system which are also funded, in part at least, by the Exchequer.

While many third level students would benefit from participation in FÁS training courses and employment programmes the provision of opportunities would, with current constraints on public expenditure, have to be at the expense of other groups. This would not be justified.

That disposes of questions for today.

With your permission, a Cheann Comhairle, may I raise on the Adjournment the question of the provision and extension of Birr sewerage scheme.
