The only occasions since March 1987, on which I have been represented by another person at meetings of the EC Council of Ministers are as follows:
—The Council of Ministers meeting held in Luxembourg on 27 April 1989 was attended by the Minister for Science and Technology, Dr. Seán McCarthy, TD;
—The Council of Ministers meeting (Informal) held in Athens on 5 November 1988 was attended by the Minister for Energy, Mr. Michael Smith, TD, who was at that time Minister of State at the Department of Energy; —The Council of Ministers meeting (Informal) held in Berlin on 28 April 1988 was attended by Ireland's Ambassador to the Federal Republic of Germany.
