Farmers with an improvement plan under the farm improvement programme drawn up prior to 1 August 1989 may avail of the higher rates of grant aid available under the scheme of investment aid for the control of farmyard pollution where the pollution control provisions on their plan are certified by Teagasc to be insufficient to meet present requirements.
