Written Answers. - EC Directives on Internal Market.

asked the Minister for Communications if, in respect of the 1992 European project and the completion of the internal market and in respect of the 279 directives which together comprise the legislative task necessary to give legal effect towards the completion of the internal market, he will give the following information in so far as it impacts upon his Department: (i) the number of directives that have been passed and the title of each directive so categorised (ii) the number of directives which remain to be passed and the title of each directive so categorised and (iii) the number of directives which have been passed, delayed or otherwise held up as a consequence of reservations entered by his Department; if, in respect of such delays or reservations he will give details of the Irish position; the action, if any, he proposes to take in order to ensure that the 1992 project is achieved and Ireland's interests are safeguarded; and if he will make a statement on the matter.

Following is the information sought by the Deputy:

(i) Number of Directives that have been passed: Five.

Titles

Council Directive of 25 June 1987 on the frequency bands to be reserved for the co-ordinated introduction of public pan-European cellular digital land-based mobile communications in the European Community.

Council Directive of 3 May, 1988 on the approximation of the laws of Member States relating to electromagnetic compatibility.

Commission Directive of 16 May 1988 on competition in the markets in telecommunications terminal equipment.

Commission Directive on competition in the markets for telecommunications services (adopted by the Commission on 28 June, 1989); not yet published; not to take effect before I April 1990.

Council Directive of 3 October, 1989 on the co-ordination of certain provisions laid down by law, regulation or administrative action in Member States concerning the pursuit of television broadcasting activities.

(ii) Number of Directives which remain to be passed: Four.

Proposal for a Council Directive on procurement procedures of entities operating in the Telecommunications sector.

Proposal for a Council Directive on the establishment of the internal market for telecommunications services through the implementation of Open Network Provision (ONP).

Proposal for a Council Directive on the approximation of the laws of the Member States concerning telecommunication terminal equipment, including the mutual recognition of their conformity.

Proposal for a Council Directive on the frequency bands to be reserved for the co-ordinated introduction of pan-European land-based public radio paging in the Community.

(iii) Number of Directives held up as a consequence of Irish reservations: Nil.

Discussions on the four proposals at (ii) above are taking place in the institutions of the council and are not being delayed or otherwise held up as a consequence of Irish reservations.
