Written Answers. - Health Boards' Financial Liabilities.

asked the Minister for Health the amount due by each of the health boards to: (a) banks and other lending institutions (b) traders and private companies and (c) individuals on (i) 31 August 1987 (ii) 31 August 1988 and (iii) 31 August 1989.

Health boards synchronise the issue of creditors payments with the receipt of the weekly disbursement of Exchequer funds from the Department. To make an accurate multi-annual comparison of the overall financial position of the health boards, it is necessary to examine the overall accounts for a given period, as the individual components of such accounts fluctuate on a daily basis.

Allowing for the fact that the figures cannot be interpreted as being representative of any underlying trend, the information requested by the Deputy, in relation to bank overdraft is given in the table below.

As regards payments to individuals, apart from staff, health board direct expenditure includes payment of health cash allowances and reimbursements under the refund of medicines scheme. The allowances are paid on the due date and the reimbursements are made as soon as claims are processed.

As regards the amounts outstanding to trade creditors, information on the average overall non-pay accruals for August 1987, 1988 and 1989 has been requested from the boards and this information will be communicated to the Deputy in the near future.
