asked the Minister for Education whether in the addendum dated 4 July 1989 to clause 3 of Circular Letter 39/89, the phrase "wholly or mainly dependent for their livelihood on the earnings derived by them from their employment as part-time teachers" has the same meaning as in the Social Welfare Acts thereby effectively debarring most married women from eligible part-time status; whether she will clarify this situation to the many vocational education committees who are uncertain as to the interpretation of the clause; and if she will make a statement on the matter.

The phrase in question does not have the meaning referred to by the Deputy and it is not intended that it would debar the category of teacher mentioned by him. My Department is in communication with the interested parties, including the Irish Vocational Education Association, regarding the implementation of this new scheme, including the addendum of 4 July, 1989 to clause 3 of Circular Letter 39/89.
