asked the Minister for Tourism and Transport if, in respect of the 1992 European project and the completion of the internal market and in respect of the 279 directives which together comprise the legislative task necessary to give legal effect towards the completion of the internal market, he will give the following information in so far as it impacts upon his Department: (i) the number of directives that have been passed and the title of each directive so categorised, (ii) the number of directives which remain to be passed and the title of each directive so categorised and (iii) the number of directives which have been passed, delayed or otherwise held up as a consequence of reservations entered by his Department; if, in respect of such delays or reservations he will give details of the Irish position; the action, if any, he proposes to take in order to ensure that the 1992 project is achieved and Ireland's interests are safeguarded; and if he will make a statement on the matter.

Measures already adopted by the Council of Ministers (Transport)

Thirteen directives/decisions/regulations have been adopted as follows:

Aviation

(1) Council Directive No. 83/416/EEC concerning the authorisation of scheduled inter-regional air services for the transport of passengers, mail and cargo between member states (Adopted 25/7/83).

(2) Council Directive No. 87/601/EEC on fares for scheduled air services between member states (Adopted 14/12/87).

(3) Council Decision No. 87/602/EEC on the sharing of passenger capacity between air carriers on scheduled air services between member states and on access for air carriers to scheduled air service routes between member states (Adopted 14/12/87).

(4) Council Regulation No. 3975/87 laying down the procedure for the application of the rules on competition to undertakings in the air transport sector (Adopted 14/12/87).

(5) Council Regulation No. 3976/87 on the application of Article 85(3) of the Treaty to certain categories of agreements and concerted practices in the air transport sector (Adopted 14/12/87).

(6) Commission Regulation No. 2671/88 on the application of Article 85(3) of the Treaty to certain categories of agreements between undertakings, decisions of associations of undertakings and concerted practices concerning joint planning and co-ordination of capacity, sharing of revenue and consultations on tariffs on scheduled air services and slot allocation of airports (Adopted 26/7/88).

(7) Commission Regulation No. 2673/88 on the application of Article 85(3) of the Treaty of certain categories of agreements between undertakings, decisions of associations of undertakings and concerted practices concerning ground handling services (Adopted 26/7/88).

(8) Commission Regulation 2672/88 on the application of Article 85(3) of the Treaty to certain categories of agreements between undertakings relating to computer reservation systems for air transport services (Adopted 26/7/88).

(9) Council Directive 86/216/EEC amending, on account of the accession of Portugal, Directive 83/416/EEC concerning the authorisation of scheduled inter-regional air services for the transport of passengers, mail and cargo between member states (Adopted 26/5/86).

(10) Council Directive 89/463/EEC amending Directive 83/416/EEC concerning the authorisation of scheduled inter-regional air services for the transport of passengers, mail and cargo between member states (Adopted 18/7/89).

(11) Council Regulation No. 2299/89 on a code of conduct for computerised reservation systems (Adopted 24/7/89).

Road Haulage

(12) Council Regulation (EC) No. 1841/88 amending Regulation (EC) No. 3164/76 on the Community Quota for the Carriage of Goods by Road between Member States (Adopted 21 June 1988).

(13) Council Directive amending Council Directive No. 74/561/EC on admission to the occupation of road haulage operator (Adopted 21/6/89).

Proposals Awaiting Adoption

Ten Draft Directives/Regulations are awaiting adoption as follows:

Aviation

(1) Proposal for a Council regulation on fares for scheduled air services.

(2) Proposal for a Council regulation on access for air carriers to scheduled intra-Community air service routes and on the sharing of passenger capacity between air carriers on scheduled air services between member states.

(3) Proposal for a Council regulation amending Regulation No. 3976/87 on the application of Article 85(3) of the Treaty to certain categories of agreements and concerted practices in the air transport sector.

(4) Proposal for a Council regulation (EEC) amending Council Regulation (EEC) No. 3975/87 of 14 December 1987 laying down the procedure for the application of the rules on competition to undertakings in the air transport sector.

(5) Proposal for a Council regulation (EEC) amending Regulation (EEC) No. 3976/87 on the application of Article 85(3) of the Treaty to certain categories of agreements and concerted practices in the air transport sector.

(6) Proposal for a Council regulation (EEC) on the application of Article 85(3) of the Treaty to certain categories of agreements and concerted practices in the air transport sector.

Road Haulage

(7) Proposal for a Council regulation on the Freedom to Provide Services by Non-Resident Carriers within a member state ("Cabotage").

(8) Proposal for a Council regulation on the elimination of controls performed at the frontier of member states in the field of road and inland waterway transport.

Carriage of Passengers by Coach and Bus

(9) Proposal for a Council regulation (EEC) laying down the conditions under which non-resident carriers may operate national road passenger transport services within a member state ("Cabotage").

(10) Proposal for a Council regulation on common rules for the international carriage of passengers by coach and bus.

None of the proposals is being delayed as a consequence of reservations entered by the Irish delegation.

My prime objective in the run up to 1992 will be to enable the transport and tourism sectors to derive maximum benefit from the opportunities presented by the single market and to ensure that Irish industry is not disadvantaged by our peripheral location within the European Community.
