asked the Minister for the Environment if any concern has been expressed to him by postal voters in relation to the numbering of ballot papers and because of the limited number of such voters, the possibility that the voting intentions of these persons could be identified.

I am not aware of any such concern on the part of postal voters.

I am satisfied that the postal voting arrangements laid down in the electoral law are such as to ensure that the secrecy of the ballot of the postal voter is fully protected.

As the House is aware, the serial number on ballot papers is part of the security arrangements designed to protect the integrity of the ballot. The serial number constitutes no danger whatsoever to secrecy.
