asked the Minister for the Environment if his attention has been drawn to the fact that Dublin Corporation have recently opened a major sports complex in Aughrim Street, Dublin 7, which has no provision for access for the disabled; the action, if any, which was taken by his Department to ensure that minimum standards of accessibility were enforced in publicly funded buildings; the guidelines which are issued by his Department in this regard; and the way in which he intends to enforce such guidelines.

My Department issued the Proposed Building Regulations to local authorities in May 1984 and requirements regarding access for the disabled and circulation within buildings are set out in Part S of this document. Local authorities have been asked to observe the requirements in the proposed regulations pending their implementation on a statutory basis and, in addition, it is now policy to make the grant of loan sanction for local authority buildings subject to provision of adequate access for the disabled as set out in the proposed building regulations.

In regard to the particular building which is the subject of this question, I understand that, while access for the disabled was not provided, measures to redress this deficiency are being considered by Dublin Corporation at present.
