asked the Minister for Health if he will consider making special one-off payments, such as that received by those operating one man buses, exempt from assessment of income for the purposes of the health limit so that those involved will not be at the loss of benefits for the tax year in which this extra income is included.

I presume that the Deputy is referring to the income limit for eligibility for public consultant care. Article 4 of the Health Services (No. 2) Regulations, 1983, empowers the chief executive officer of each health board to award such eligibility to persons who exceed the income limit but would not be able to arrange private consultant care without undue hardship. In my view, this is the best way to deal with cases where the loss of eligibility due to an exceptional payment would give rise to hardship.
