asked the Minister for Education the practical purpose served by the requirement to register with FAS as a prelude to obtaining a European Social Fund grant to attend a regional technical college or college of technology; if FÁS have any role in vetting applicants; and the extent of the experience in the labour market which is required of applicants.

In accordance with point 2.2 of the Commission Guidelines and Articles 3.1 and 4.1 of Council Decision 16 83/516/EEC training courses in the regional technical colleges and colleges of technology are supported by the European Social Fund on the basis that they provide vocational training for persons whose qualifications have through experience proved to be inadequate or inappropriate in preparing them for skilled jobs requiring the use of new technology or in occupations offering substantial prospects of employment.

Consequently, trainees are required to register with FÁS prior to admission to such courses. All applicants are assessed to determine their suitability for the programme and this may be done in consultation with the local FÁS office. Trainees must have completed compulsory education at least six months prior to entry to the programme.
