asked the Minister for Education, in regard to the technical and technological college sector, if action has been taken to reduce the number of staff student contact hours in order to allow for increased student numbers, without corresponding staff increases in accordance with Paragraph 6.13 of The Programme for Action in Education.

The number of wholetime students in the technical and technological colleges sector increased from 18,740 in the 1985-86 academic year to 23,265 in the 1988-89 academic year. During this period the teaching allocations to the colleges were not increased while the pay allocations were reduced by 1 per cent 3 per cent and 3 per cent in the years 1987, 1988 and 1989 respectively.

A committee established to examine third-level courses which lead to awards by the NCEA and other bodies outside the Universities examined in some detail the question of staff student contact hours. The committee's draft report has recently been circulated to interested parties for their views.
