asked the Minister for the Environment if it is intended to introduce regulations compelling owners of motor vehicles to register the mileage record of each vehicle with the relevant motor tax office when the registered owner is selling the vehicle; and if he will make a statement on the matter.

I do not propose to introduce such regulations.

The suggestion, if implemented, would involve the inclusion of additional information on the change of vehicle ownership form, which does not appear to be warranted. In the case of a speedometer reading, it is possible for inaccurate details to be entered on the form and the licensing authorities would not be in a position to verify details of mileage. The inclusion of this information could not, therefore, be regarded as reliable.

So far as I am aware, details of mileage on the odometer are not required on motor registration forms in any other EC country. I consider that the best approach to the alteration (or "clocking") of odometers to show false mileages is to make odometers more tamper proof. Ireland has requested the EC Commission to consider the drafting of an EC type approval directive on odometers, including a requirement to make odometers tamper proof.
