asked the Minister for Health the proposals he has to make planned provision for the future needs of adults with mental handicap in relation to residential places; if he has any proposals for the establishment of a system of guardianship for adults with mental handicap who have lost their parents; and whether there are any proposals to provide centres of sheltered employment for the handicapped nationally.

I recognise that there are some gaps in the provision of mental handicap services at present despite the fact that the level of financing of these services has increased over the past number of years. At my request therefore co-ordinated services plans to meet these gaps are being finalised in each health board region to facilitate the preparation and implementation of a prioritised multi-annual national programme.
The establishment of a system of guardianship for adults with mental handicap is a matter for the Minister for Justice.
