The grants cannot be allowed, as contrary to a condition of the scheme, a contractor registered for VAT was not involved in the construction of the house; a letter to this effect issued on 27 November 1989.

A grant of £800 has been paid for window/door replacement. A grant for bathroom facilities cannot be allowed as, contrary to a condition of the scheme, work on installing the fittings had commenced prior to an inspection.
