asked the Minister for Justice if his attention has been drawn to the fact that the recently enacted licensing law, which prohibits the advertising of concerts in sports clubs premises, is having a very serious effect on the finances of these sports clubs that do such good work on behalf of young people; and if he has any plans to amend the legislation.

Section 45 of the Intoxicating Liquor Act, 1988, restricts the advertising of social functions such as discos etc. by clubs which are registered under the Registration of Clubs (Ireland) Act, 1904, for the supply of intoxicating liquor to members and guests in accordance with statutory rules.

That provision was specifically designed to curb serious abuses which had arisen in that regard. Its purpose and scope was welcomed during the debate in the Oireachtas on the Intoxicating Liquor Bill and I have no plans to amend the legislation. I might add that clubs which are not registered for the supply of liquor are not affected by the provision in question.
