179 Mr. Hogan asked the Minister for Agriculture and Food the effect of stabilisers on the cereal producers since its introduction in 1987; and if he will make a statement on the matter.

Although the institutional prices for cereals have been reduced by 3 per cent in both 1989-90 and 1990-91 and some £3 million net was collected in 1988-89 under the additional co-responsibility levy, the stabiliser measures introduced by the European Summit in 1988 have had, at most, only a marginal impact on cereal producers' actual returns. This relatively low impact arose mainly because of the buoyant market for cereals this past two years, both at home and internationally.

180 Mr. Hogan asked the Minister for Agriculture and Food if he has any intention of pursuing the question of a quota regime for cereal production at EC level; and if he will make a statement on the matter.

Quotas have, in the past, been advanced as a solution to the oversupply problem in the cereals sector but to date these have not commanded majority support at Community level. Equally, there are, however, considerable doubts about the effectiveness of the current measures to control production in a fair and balanced way. I will be pressing for measures which are more appropriate in Irish conditions when current policy comes up for review.
