391 Mr. Allen asked the Minister for Health the steps he proposes to take to make the reporting of AIDS cases mandatory.

I do not propose to introduce mandatory reporting of AIDS cases because I do not consider that such a system would improve the situation. In fact, experience with mandatory reporting systems is that they do not work but in the case of conditions like AIDS tend to have the effect of concealing the true picture. At present there is a voluntary system of reporting in operation and I am satisfied that this system is working effectively.
