Ceist:

35 Mr. Deenihan asked the Minister for Health the total amount of money spent by his Department on (a) health education and (b) preventive medicine for each year from 1982 to 1990, inclusive.

Expenditure on health education in the years 1982-87 arose in respect of the former Health Education Bureau and the health boards. Details are set down in the tabular statement below:

* A sum of £2.0 million of the expenditure in 1987 was funded from the national lottery.
The functions of the bureau transferred in 1988 to the newly established health promotion unit within my Department. The transfer generated significant savings in administration and overhead costs and this is reflected in the expenditure on health promotion in the years 1988-89. In addition expenditure costs on health education previously reflected in the allocation to the Health Education Bureau have now been largely absorbed in the overall allocations to health boards. Details of expenditure in 1988-89 are set down below:

An initial 1990 provision of £1.295 million has been made in respect of health promotion. This figure may fall to be adjusted when final decisions are taken on the distribution of national lottery proceeds in 1990.
Expenditure in respect of preventive medicine falls under the community protection programme. Details of expenditure in the years 1982-90 are set down below:

The community protection programme includes expenditure on health education/health promotion and also provides for expenditure on: prevention of infectious diseases; child health examinations; food hygiene and standards; drugs advisory service and other preventive services.
