Ceist:

2 Mr. Quinn asked the Taoiseach the reason the President of Ireland was not requested by him to receive, meet or otherwise welcome the Heads of Government of the European Community at the recent Summit in Dublin; and if he will make a statement on the matter.

Dick Spring

Ceist:

3 Mr. Spring asked the Taoiseach the reason the President of Ireland was excluded from any involvement in the EC Summit which took place in Dublin at the end of April 1990; and if he will make a statement on the matter.

I propose to take Questions Nos. 2 and 3 together.

This was a special one-day meeting of the Council, convened in addition to the formal meeting to be held on 25-26 June next. The practice, followed at the regular formal meetings of the Council, of the Head of State of the Presidency country hosting a lunch for participants on the first day of a two-day meeting did not, therefore, arise. The usual practice for the President's lunch will, of course, be followed at the formal June Summit.
