Frank Crowley

Ceist:

82 Mr. Crowley asked the Minister for Agriculture and Food when a headage grant will be paid to a person (details supplied) in County Cork.

This applicant has already received a 70 per cent advance payment under the 1989 cattle and equines headage scheme. However, further investigation is necessary in this case before a decision can be made as to whether or not he can be paid the balance due under that scheme and the full amounts due under the 1989 calf premium and suckler cow premium schemes.

83 Mr. M. Kitt asked the Minister for Agriculture and Food when a farm buildings grant will be paid to a person (details supplied) in County Galway.

Matt Brennan

84 Mr. M. Brennan asked the Minister for Agriculture and Food when a cattle headage grant will be paid to a person (details supplied) in County Sligo; the reason for the delay in payment; and if he will make a statement on the matter.

This applicant has already been paid his grant under the 1989 calf premium scheme and a 70 per cent advance payment under the 1989 cattle and equines headage scheme. Payments covering the balance payable under the latter scheme and the full amount due to him under the 1989 suckler cow scheme are being processed and will issue shortly.

The reason for delay in this and other payments was the late issue of applications following a High Court case last year and a policy of non-cooperation by some unions at the end of the year. Payments are now back to normal.

This applicant has already received a 70 per cent advance payment under the 1989 cattle and equines headage scheme. Payments covering the balance payable under that scheme and the full amounts due to her under the 1989 suckler cow and special beef premium schemes are being processed and will issue shortly.

87 Mr. Creed asked the Minister for Agriculture and Food when an application for a calf headage, a calf premium and a suckler cow grant will issue to a person (details supplied) in County Cork; the date on which the inspection took place; the reason for the delay in payment of same; and if he will make a statement on the matter.

This applicant has already been paid a 70 per cent advance payment under the 1989 cattle and equines headage scheme. Payments covering the balance due under that scheme together with payments due under the 1989 suckler cow premium and calf premium schemes are being processed and will issue shortly.

An inspection of this herd did not take place under the 1989 cattle and equines headage, suckler cow premium or calf premium schemes. Following an administrative check it is proposed to pay this application on the number of animals applied for.

Dick Spring

Ceist:

88 Mr. Spring asked the Minister for Agriculture and Food when a person (details supplied) in County Kerry will receive payment of a calf suckler grant.

Payments to this applicant under the 1989 beef cow and equines headage and suckler cow premium schemes are being processed and will issue shortly.

Roger T. Garland

Ceist:

89 Mr. Garland asked the Minister for Agriculture and Food the amount of grants which have been paid to the farming community in the last ten years; the amounts, locations and purposes of each grant for each year; if he will outline the grants paid from the EC in this period; the amounts and purpose for which these grants were paid and the locations per county; and if he will make a statement on the matter.

Particulars regarding the amount of grants paid to the farming community by my Department are contained in the relevant annual appropriation accounts and annual reports. Copies of these documents are available for reference in the Dáil Library. The compilation of a comprehensive list containing the details sought by the Deputy would require an inordinate amount of staff time and resources which would not be warranted in the current circumstances.

Liam Hyland

90 Mr. Hyland asked the Minister for Agriculture and Food if he will arrange for early payment of a sheep subsidy to a person (details supplied) in County Carlow.

The 1989 ewe premium will be paid to the person named when payments commence in July provided he had complied with the terms and condition of the scheme.

91 Mr. Sheehan asked the Minister for Agriculture and Food when a person (details supplied) in County Cork will receive payment of the balance of (a) cattle headage grant (b) a suckler cow grant and (c) calf premiums; the reason for the delay in this case; and if he will make a statement on the matter.

His application is being processed by field staff at present and if found in order he will be paid the balance due to him under that scheme together with grants which may be due under the 1989 suckler cow scheme.

93 Mr. Sheehan asked the Minister for Agriculture and Food when a person (details supplied) in County Cork will receive payment of a cattle headage grant for 1989; the reason for the delay in this case; and if he will make a statement on the matter.

The person named has been overpaid a total of £5,484.97 in cattle and sheep grants over a number of years. My Department is prepared to accept repayment by way of offsetting over the next two years. Cattle and sheep headage grants of £1,732.46 due for 1989 are, accordingly, being offset against part of the debt and the remainder will be recovered from grants which it is expected will be due to the person named for 1990 and 1991.

The 1989 ewe premium advance due to the person named was paid recently and calf premium, suckler cow and beef premium grants due to him for 1989 will be paid shortly.

94 Mr. Sheehan asked the Minister for Agriculture and Food when a person (details supplied) in County Cork will receive payment of the balance of a 1989 suckler cow grant and a calf premium; the reason for the delay in this case; and if he will make a statement on the matter.

95 Mr. Sheehan asked the Minister for Agriculture and Food when a person (details supplied) in County Cork will receive payment of the balance of a 1989 headage grant; the reason for the delay in this case; and if he will make a statement on the matter.

A 70 per cent advance payment under the 1989 cattle and equines headage scheme has already been made in this case.

The person named who is the registered herdowner is now deceased and his representatives have been requested to forward proof of ownership. When this is received the applications under the 1989 calf premium and cattle and equines headage schemes will be processed further.

Andrew Boylan

Ceist:

96 Mr. Boylan asked the Minister for Agriculture and Food when a cattle headage grant will be paid to a person (details supplied) in County Cavan; the date the application was made; the reason for the delay; and if he will make a statement on the matter.

The person named is not a registered herdowner. However, the registered owner in this case has already been paid his 1989 special beef premium, calf premium and 70 per cent advance payment under the 1989 beef cow and equines scheme. The balance due under that scheme together with the full amount due under the 1989 suckler cow scheme are being processed and will issue to him shortly. The applications under the above schemes were received in the local office of my Department on 21 July 1989.

The reason for the delay of these and other payments was the late issue of applications following a High Court case last year and a policy of non-co-operation by some unions at the end of the year. Payments are now back to normal.
