14 Mr. Pattison asked the Minister for Education if she has any plans to grant to non-graduate teachers the degree allowance thereby removing an anomaly which has existed since 1968; and if she will make a statement on the matter.

Discussions on the issue raised by the Deputy are at present taking place at the Teachers Conciliation Council. It would not be appropriate, therefore, for me to comment on the matter.

Do the discussions which are taking place relate to primary as well as second level teachers? Teachers in the national school system who have a national teacher qualification, the total qualification available to them when they were training, get no recognition for this. Are teachers at primary and second level being considered?

I am not clear on that but I will send the Deputy a letter on the matter.
